Legislation to rein in bad landlords and agents can leave tenants out of pocketA loophole in the rental deposit protection laws is enabling rogue landlords and letting agents to avoid returning deposits worth thousands of pounds.Landlords in England and Wales are required by law to place a tenant’s deposit in one of three government-approved schemes.
