\nThis business rate crisis is the direct result of flawed policy that penalises commerce in our town centresChildren should not play with bombs. Business rates are the cluster munitions of fiscal policy, and the chancellor, Philip Hammond, and his \u201ccommunities\u201d secretary, Sajid Javid, have been playing with them all week. They have duly exploded in high streets all over southern England. There is blood everywhere.When I discovered that the resident\u00a0of one of the most expensive flats in London was paying \u00a31,400 a year in property tax, while Javid wants\u00a0a\u00a0watch\u00a0shop in the same building to pay \u00a3244,000, I realised that\u00a0whatever else Britain is good at, it\u00a0is\u00a0terrible at taxation.
