\nBasing rents on local wages rather than the private sector could cut poverty and reduce the housing benefit bill, according to Savills\u2019 reportA \u201cliving rent\u201d based on incomes rather than private sector rates would make social housing more affordable and cut the government\u2019s housing benefit bill by billions a year, a report said on Thursday.Instead of many housing associations and local authorities offering \u201caffordable rents\u201d set at up to 80% of the open market rate, the report by property firm Savills proposed a rent linked to local earnings.
