\nChancellor says aims of mortgage guarantee scheme, to shut by end of 2016, have been \u2018successfully achieved\u2019Philip Hammond has confirmed that the government\u2019s help-to-buy mortgage guarantee scheme will be closed by the end of the year, another flagship policy of former chancellor George Osborne now abandoned by the Treasury.In a letter to Bank of England governor Mark Carney, the chancellor said the scheme had a \u201cspecific purpose that has now been successfully achieved\u201d.
