If you were to read recent headlines, you would think this was a disaster.\u201cFury,\u201d said the Express. A \u201cbotched\u201d policy that is \u201cin tatters\u201d after \u201c\u00a330k off house prices\u201d lamented the Telegraph. Indeed, these publications are correct: the changes have led to something of an exodus of some second-home owners. What the titles seem to have missed, however, was that this was the point.
