\nBillionaire appeals against Kensington\u2019s ruling that he installed windows without permissionRichard Caring, the billionaire nightclub and restaurant entrepreneur, is refusing to remove three \u201cincongruous and dominant\u201d windows from his \u00a340m house in South Kensington despite the council issuing an \u201cenforcement notice\u201d ordering him to do so.Caring, 74, who owns the celebrity hotspot restaurants the Ivy and Sexy Fish and the private members\u2019 club Annabel\u2019s, has launched an appeal against the Royal Borough of Kensington and Chelsea\u2019s ruling that the windows were installed \u201cwithout planning permission\u201d and \u201cfail to preserve the character and appearance\u201d of the conservation area.
