{"id":122979,"date":"2021-11-03T01:08:20","date_gmt":"2021-11-02T18:08:20","guid":{"rendered":"https:\/\/www.siamlandbank.com\/propertynews\/property-news\/18-hdb-neighbourhood-renewal-projects-delayed-by-over-six-months\/"},"modified":"2021-11-03T10:02:53","modified_gmt":"2021-11-03T03:02:53","slug":"18-hdb-neighbourhood-renewal-projects-delayed-by-over-six-months","status":"publish","type":"post","link":"https:\/\/www.siamlandbank.com\/propertynews\/property-news\/18-hdb-neighbourhood-renewal-projects-delayed-by-over-six-months\/","title":{"rendered":"18 HDB neighbourhood renewal projects delayed by over six months"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i2.wp.com\/www.siamlandbank.com\/propertynews\/wp-content\/uploads\/2021\/11\/construction-singapore.jpg?fit=820%2C410&amp;ssl=1\" width=\"820\" height=\"410\">&#013;<br \/>\nOut of 32 projects, 18\u00a0HDB neighbourhood renewal projects are either fully or partially delayed by a period of over six months.<br \/>\nWith the COVID-19 pandemic posing severe challenges to the construction industry, 18 out of 32 Neighbourhood Renewal Programme (NRP) projects that are under construction have been delayed \u2013 in full or in part \u2013 by over six months, revealed the Ministry of National Development (MND).<br \/>\n\u201cAll 18 projects have resumed construction works progressively since October 2020, and are estimated to be completed within the next two to three years,\u201d it said in Parliament on Monday (1 November).<br \/>\nIt was responding to MP Ng Ling Ling, who asked about the number of NRP projects that have been delayed by over six months and the estimated time to clear the backlog.<br \/>\nOn whether support for raw material prices would be extended to contractors working on such projects, MND explained that support for raw material prices is applicable for Housing and Development Board (HDB) Build-To-Order (BTO) projects that \u201chave a contractual provision for protection of price fluctuation of certain materials\u201d.<br \/>\nAnd since works at NRP projects are generally not as complex, the Town Councils \u2013 which implement such projects \u2013 \u201cdo not include such a contractual provision for the contractors in their tenders\u201d.<br \/>\nThus, the support measure for raw material prices does not apply to contractors of NRP projects.<br \/>\n\u201cNonetheless, NRP contractors affected by COVID-19 can tap on other relief measures provided under the COVID-19 (Temporary Measures) Act (COTMA), and Town Councils will assess if the relief measures (e.g. prolongation and manpower costs) are applicable to their NRP contracts,\u201d said MND.<br \/>\nThe ministry pointed that the Building and Construction Authority (BCA) had also announced on 3 November 2020 the universal Extension of Time of 122 days for private and public sector contracts affected by the COVID-19 pandemic.<br \/>\nWith this, Town Councils can \u201calso review further EOT periods with the contractors accordingly\u201d.<br \/>\nLooking for a property in Singapore?
