{"id":120149,"date":"2021-02-03T02:12:54","date_gmt":"2021-02-02T19:12:54","guid":{"rendered":"http:\/\/www.siamlandbank.com\/propertynews\/property-news\/hdb-explores-two-new-repair-methods-for-ceiling-leaks\/"},"modified":"2021-02-03T11:07:02","modified_gmt":"2021-02-03T04:07:02","slug":"hdb-explores-two-new-repair-methods-for-ceiling-leaks","status":"publish","type":"post","link":"https:\/\/www.siamlandbank.com\/propertynews\/property-news\/hdb-explores-two-new-repair-methods-for-ceiling-leaks\/","title":{"rendered":"HDB explores two new repair methods for ceiling leaks"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/i2.wp.com\/www.siamlandbank.com\/propertynews\/wp-content\/uploads\/2021\/02\/HDB-corridor.jpg?fit=820%2C410\" width=\"820\" height=\"410\">&#013;<br \/>\nThe two new repair method identified are\u00a0overlaying waterproofing membrane system and nanotechnology waterproofing system.<br \/>\nThe Housing and Development Board (HDB) has been exploring new technologies to improve on current repair methods for ceiling leaks, said Minister of State for National Development Muhammad Faishal Ibrahim on Tuesday (2 February).<br \/>\nIn fact, two new repair methods have been identified \u2013 namely, overlaying waterproofing membrane system and nanotechnology waterproofing system.<br \/>\nThese new methods provide \u201calternative repair options for residents who do not wish to hack their toilet tiles or who prefer to keep the existing finishes in their toilets\u201d, said Faishal.<br \/>\nFor complex and recurring issues that are unable to be rectified by contractors, HDB will \u201cassist in the investigations and provide advice where possible\u201d, he added.<br \/>\nRecommended article:\u00a0HDB Renovation Permits and Guidelines: A Guide to Renovating Your HDB<br \/>\nHe was responding to MP Liang Eng Hwa (PAP-Bukit Panjang SMC) and MP Muhamad Faisal Abdul Manap\u2019s (WP-Aljunied) questions amid recent spates of complaints on ceiling leaks and external wall seepage.<br \/>\nLiang asked about HDB\u2019s approach to assist the flat dwellers.<br \/>\nFaishal explained that the responsibility for repairs on ceiling leaks which occur as a result of wear and tear over time will be shared jointly between the lower and upper-floor flat owners.<br \/>\nHe noted that both the lower and upper-floor flat owners would have \u201cto jointly investigate and carry out the repairs\u201d.<br \/>\n\u201cIn most cases, leakages can be amicably resolved when flat owners exercise mutual understanding and cooperate with one another,\u201d he said.<br \/>\n\u201cIn cases where the leak is caused by wear and tear, HDB may offer assistance with repairs and co-share the cost of repairs under the Goodwill Repair Assistance (GRA) scheme,\u201d he added.<br \/>\nUnder the scheme, 50% of the ceiling leak repair cost will be paid for by the HDB, while the other 50% will be equally shared between the lower and upper-floor flat owners.<br \/>\nBut if the leak at the lower-floor is due to renovations done at the upper-floor flat, then the upper-floor flat owner will be \u201cfully responsible for rectifying the leak and bearing the full repair cost\u201d.<br \/>\nFor ceiling leaks occurring at top floor units, Faishal said the town council will be responsible for addressing the leak since the roof forms part of common property.<br \/>\nThe external walls of HDB blocks also form part of common property managed by town councils.<br \/>\nSuggested read:\u00a0Should You Call the Police or HDB to Deal With Neighbour Disputes?<br \/>\n\u201cAs they are subject to wear and tear over time, town councils are advised to keep them in good condition by carrying out regular maintenance and repairs where needed,\u201d said Faishal.<br \/>\nIn responding to Faisal\u2019s question on whether HDB will consider introducing a national programme for facade repair of ageing HDB blocks, Faishal said there are currently no such plans since such issues can be prevented through regular maintenance by town councils.<br \/>\nHe revealed that HDB assists town councils by co-sharing 50% of the fa\u00e7ade repair costs.<br \/>\nFrom the second half of 2021, the Building and Construction Authority will require a Periodic Fa\u00e7ade Inspection \u201cto be carried out for all buildings above 20 years old and above 13 metres in height\u201d.<br \/>\n\u201cThe objective is to improve public safety, by facilitating the early detection of potential issues and the timely repair of fa\u00e7ades,\u201d said Faishal.<br \/>\nLooking for a property in Singapore?
