{"id":110459,"date":"2019-09-03T09:52:57","date_gmt":"2019-09-03T02:52:57","guid":{"rendered":"http:\/\/www.siamlandbank.com\/propertynews\/property-news\/about-5190-first-timer-families-unsuccessful-in-their-bto-applications\/"},"modified":"2019-09-03T10:05:19","modified_gmt":"2019-09-03T03:05:19","slug":"about-5190-first-timer-families-unsuccessful-in-their-bto-applications","status":"publish","type":"post","link":"https:\/\/www.siamlandbank.com\/propertynews\/property-news\/about-5190-first-timer-families-unsuccessful-in-their-bto-applications\/","title":{"rendered":"About 5,190 first-timer families unsuccessful in their BTO applications"},"content":{"rendered":"<p>&#013;<br \/>\nThe Ministry of National Development (MND) revealed that about 990 and 4,200 first-timer families were unsuccessful in their application for a flat in August and November 2018 BTO exercises.<br \/>\nA total of 5,190 first-timer families have been unsuccessful in their attempt to apply for a flat during two Build-to-Order exercises held last year.<br \/>\nIn a written answer to Parliament on Monday (2 September), the Ministry of National Development (MND) revealed that about 990 and 4,200 first-timer families were unsuccessful in their application for a flat in August and November 2018 BTO exercises.<br \/>\nThe number of unsuccessful applicants for the BTO exercises in February and May are not yet available given that flat selections are still ongoing, as said.<br \/>\nNonetheless, the ministry noted that first-timer families who have been unsuccessful in two applications for homes within non-mature estates received an additional ballot chance per subsequent application in such estates.<br \/>\n\u201cAs a result, over the past two years, among the first-timer families who applied for a BTO flat in non-mature estates, all have been successful by their third attempt.\u201d<br \/>\nIn another written reply, the ministry underscored that the balloting time for BTO flats during the May 2019 sales exercise has been reduced from six weeks to three weeks.<br \/>\n\u201cThis means that three weeks after the sales exercise, applicants will be notified of their queue number,\u201d said MND.<br \/>\n\u201cThereafter, they will be invited to select a unit in sequence. It takes around four to six months for the flat selection to be completed. This is because HDB has to schedule individual appointments for every applicant, and take the time to engage them, and assist them in making their flat selections.\u201d<br \/>\nWhen asked whether it will raise the income ceilings, the ministry explained that about eight in 10 Singaporeans are able to purchase a subsidised flat at the present income ceiling of $12,000.<br \/>\nHouseholds earning up to $14,000 can buy an executive condominium (EC) from property developers, it said.<br \/>\nWith this, the Housing Board \u201cturned down an average of about 360 applications per year for new flats and ECs due to income ceilings\u201d from 2016 to 2018.<br \/>\nOver at the public rental front, MND said they are using $1,500 as an indication of income since \u201cfirst-timer households with this income are able to buy a new flat with the help of our generous housing grants\u201d.<br \/>\nHowever, it noted that such income figure is not a hard cap, but merely a guideline.\u201cHouseholds with income over $1,500 can still apply for rental flats. HDB will consider their individual circumstances to assess their housing budget and options,\u201d it said.<br \/>\nIn fact, MND had shared at the Committee of Supply earlier this year that 590 households with incomes above $1,500 were assisted with public rental housing from 2016 to 2018. About 170 more such household have been assisted from January to July 2019.<br \/>\nMeanwhile, HDB received around 2,600 public rental requests from parents with children who should have been able to provide them with housing from 2016 to May 2019.<br \/>\n\u201cThe common reason cited for their rental request was conflict with their children,\u201d said MND.<br \/>\nIt revealed that around 560 requests were granted based on the specific circumstances of each person.<br \/>\n\u201cWe encourage rental applicants who face conflict with their children to first seek mediation assistance from a Family Service Centre,\u201d it said. \u201cIf they are still unable to reconcile, and if the children have no means to provide alternative housing for their parents, HDB will help such seniors with a public rental flat.\u201d<br \/>\nAgnes Ong\u00a0 at PropertyGuru, edited this story.
